1.Particulars of its organization, functions & duties :

The Jawaharlal Nehru Planetarium was established by BBMP and was opened to public in 1989. Later in 1992, the Govt of Karnataka instituted the Bangalore Association for Science Education (BASE) as an autonomous body, registered in Bengaluru under the Registration of Societies in Karnataka , 1971 Act and entrusted the administration of the Jawaharlal Nehru Planetarium to it. Popularisation of Science, Non-formal Science Education, Nurturing of scientific temper amongst public and students are objectives of this Institution.

The BASE is administered by the Governing Council comprising of Senior Scientists, Educationists, Mayor and Commissioner of BBMP, Finance Secretary, Government of Karnataka, Principal Secretary, Department of Science and Technology, Government of Karnataka. The Director of the Jawaharlal Nehru Planetarium is the Member Secretary of the Governing Council.


2.The powers and duties of its officers and employees :

The Director of the Jawaharlal Nehru Planetarium is the Principal Executive Officer. The Director exercises such powers as detailed in the Rules and Regulations of the Planetarium, and those delegated by the Governing Council and carries out all activities of the organization. The Governing Council provides guidance and directions for the management of the affairs and finances of the BASE.

Senior staff members in the Education Division and in Engineering Division help and support the Director in academic/scientific and developmental and technical maintenance activities.

The Administrative Officer manages the Administration and Finance and Accounts sections under the overall guidance of the Director.


3.The procedure followed in the decision making process including channels of supervision and accountability :

Administration and Management of the BASE are conducted as per provisions of its Memorandum of Association, Rules and Regulations and the Bye-laws approved by the Government. The highest authority of the organization is the Governing Council which decides policies, keeping in view the general directives of the Government; the Director is the executive authority.


4.The norms set by it for the discharge of its functions :

Routine procedures as prevalent in the offices of the Government of Karnataka are generally followed. In cases related to scientific programmes and developmental activities and those pertaining to the proper conduct of the sky theatre activities, procedures followed in national scientific institutions are adopted with approvals of the Governing Council.


5.The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions :

The MoA, RR, Service Rules, Bye Laws and the Cadre and Recruitment Rules.


6.A statement of the categories of documents that are held by it or under its control :

Activities of the organization do not call for any such categorization or preservation of any documents.


7.The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof :

Opinion and feedback are taken into account while reviewing ongoing programmes and making new programmes.


8.A statement of the Boards, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public :

The constitution of the Governing Council is appended in annexure-1. The Governing Council meets twice/thrice every year. The minutes of the meeting are circulated to Members of the Governing Council.
